Description:

Two distinct horizontal bands of decorative ornamentation are set against a light blue background.

The upper band features three colorful, circular floral medallions connected by thick, dark blue scrolling vines and foliage. This section is framed at the top and bottom by narrow, dark blue borders containing small, alternating red, green, and white flowers intertwined with gold scrollwork.

The lower band presents a more delicate scrolling pattern, where three large floral motifs are spaced across the width and connected by thin gold tendrils bearing small, dark blue, teardrop-shaped leaves. Small, upright floral buds are interspersed among the larger blooms.
